As the Director of Chester County DRS, a former DRAP President, and an esteemed Board Member, Joe was a champion in every sense of the word. His commitment to DRAP and its mission was unparalleled.
Joe believed that DRAP was the vehicle through which the Pennsylvania child support program could achieve national recognition and excellence. His leadership was defined by an inclusive and warm approach, making everyone involved in DRAP feel valued and part of something significant. He understood the power of personal relationships in creating and sustaining a successful program, and he used this understanding to strengthen ties across the state. For Joe, DRAP was more than an organization; it was a platform for change and connection.
The Domestic Relations Association of Pennsylvania stands as a testament to this vision. As a non-profit corporation, DRAP is composed of over 1,400 child support professionals dedicated to enhancing child support services across Pennsylvania. With representatives from each of the 67 county Domestic Relations Sections (DRS) or Family Courts, and the state Bureau of Child Support Enforcement (BCSE), DRAP is a beacon of collaboration and expertise. Through its annual training conference, specialized training sessions, and consistent information sharing, DRAP empowers its members to deliver exceptional services to families and children.

Since its inception, DRAP has awarded over $75,000 in scholarships in the name of David L. Christensen, another revered figure in the community and the former Director of Erie County Domestic Relations. David, like Joe, dedicated his professional life to the betterment of children and families. These scholarships not only honor his memory but also embody the spirit of giving and support that is central to DRAP’s mission.
