Kevin was employed at the Montgomery County DRS as an Enforcement officer/supervisor from April 1994 to October 2002. In this role, Kevin gained considerable experience in implementing administrative and judicial enforcement remedies. As an Enforcement supervisor, Kevin was responsible for training and evaluating DRS Enforcement staff. In 2001, Kevin received the Montgomery County DRS Team Leadership Award and Outstanding Service Award. Kevin served as chairman of the 2001 Eastern DRAP Conference. Kevin joined PACSETI in 2002.

Director
Delaware County DRS
Trish Coacher graduated from The Catholic University of America after completing a legislative internship with the Irish Parliament in Dublin, Ireland. In 1988 she graduated from The Widener University School of Law and began her legal career as an associate in private practice, concentrating in family law. Additionally, she clerked for the Honorable Francis J. Catania, President Judge of Delaware County, working on Orphan’s Court issues. In 2001, Trish started working in the Office of Support Enforcement in Delaware County as a Title IV-D attorney, assisting custodial parents, the Department of Public Welfare, and Juvenile Probation with the establishment, modification, and enforcement of child support orders while maintaining her private practice. Trish continues as a Title IV-D attorney in Delaware County, where she has gained extensive knowledge and expertise in all matters related to child support. Trish joined PACSETI in 2007 as an adjunct instructor. In 2012 she was appointed as a Support and Discovery Master in Montgomery County, adjudicating child and spousal/alimony pendente lite matters, as well as discovery issues. In 2022 she was named Director of Delaware County Domestic Relations and Chief Counsel of Support Enforcement.

Deputy Director
Chester County DRS
Rae is currently the Deputy Director at Chester County Domestic Relations. Shortly after graduation from West Chester University, with a degree in Political Science and Public Administration, she began her Child Support career as an Enforcement Officer. After a few years as an Enforcement Officer Rae became a Conference Officer. In 2001, Rae progressed to the Establishment Manager, in this role Rae was able to not only manage both the Conference and Paternity Unit, she was also a resource for both DRS staff as well as the Chester County Family Law Section in all topics regarding establishment, paternity as well as Domestic Relations policies and procedures. In 2019 Rae became Deputy Director, where she continues to manage the establishment process as well as other administrative duties. Rae’s passion remains in public service and the non-profit sector. She is currently Board Secretary of North Star of Chester County, an organization that provides case management and rental assistance to working single parent households.

Montgomery County DRS
Andrew Henderson began his child support career in May 2010 with the Montgomery County Domestic Relations Section (DRS) as an Intergovernmental Coordinator, where he was responsible for collaborating with colleagues in other states to establish paternity and child support obligations, as well as enforce and modify existing obligations. From 2013 to 2017, Andrew held various positions within the office, including Attorney Liaison, Assistant Case Management Supervisor, Case Management Supervisor, and PACSES Coordinator. In 2018, he was promoted to Assistant Director and PACSES Administrator & Training Coordinator, where he oversaw office administration and was responsible for developing training curricula and preparing materials, publications, and brochures. In October 2019, Andrew transitioned to the role of Assistant Director and Compliance Manager, focusing on child support collections through administrative and judicial remedies. In January 2020, he was appointed to his current role as Deputy Director.
Andrew is actively involved in several statewide workgroups and has contributed to numerous statewide initiatives. He holds a B.S. in Criminal Justice and an M.P.S. in Homeland Security, both from Penn State University.

Director
Philadelphia County DRS
Carl is a Director in Philadelphia Family Court’s Domestic Relations Branch. He has been with Philadelphia Family Court since 2009. Carl started his time in DR as a Conference Officer in the Establishment Unit where he conducted establishment, modification, and later enforcement conferences when Philadelphia switched to case management. Carl was a Conference Officer until 2014 when he took on the role of a Training Specialist. As a Training Specialist, Carl was part of a team that trained newly hired Conference Officers and provided ongoing training material to assist with changing policies and procedures. In 2016, Carl was assigned to the Intergovernmental Affairs Unit to provide ongoing training for the newly expanded unit. In his role in the Intergovernmental Unit, he also helped implement and manage special projects to further improve case processing and performance. In 2022, Carl was promoted to Manager of scheduling and Data Management and is now the Director of those units. Carl is the Philadelphia appointee to the DRAP board and is a member of the DRAP Intergovernmental Standardization Committee and Public Relations Committee. Carl is also the Class 1 County Representative on the PACSES Advisory Committee (PAC). Carl is a 2008 graduate of La Salle University with a major in Finance.

Diane Sinkus is a Child Support Enforcement Training Specialist with PACSETI. Diane is responsible for training Pennsylvania child support workers and developing curriculum on various topics, including intergovernmental child support enforcement, CSENet, and intrastate processes. Diane joined PACSETI in August of 2002. Diane was a conference officer for the Centre County Domestic Relations Section from November 1991 to February 2001. In this role, Diane was responsible for establishing paternity, establishing support orders, and processing interstate cases, among other tasks. From February 2001 to August 2002, Diane was employed as a Subject Matter Expert (SME) in Harrisburg. Diane assisted DRS workers and Commonwealth staff in resolving various system issues and provided CSENet training to DRS workers. Diane has participated in several state and regional conferences, including ERICSA, presenting on UIFSA, international issues, intrastate procedures and CSENet. Diane enjoys the summer boating with family and friends at Lake Raystown in Huntingdon County, Pennsylvania.

Chester County DRS
Robin is the Director of Chester County DRS, and serves on the DRAP Board of Directors as 1st Vice President. As the former chair of the Intergovernmental Standardization Committee involved in the multistate meetings. Her 38 years of child support experience includes 11 years as a Deputy Director. She also served as an Enforcement Supervisor, Officer, Pacses administrator, and Intergovernmental Supervisor. Her job focuses on striving to ensure the continued success of the DRS and providing tools to support the mission of their staff. She is currently a member of the Chester Co CJAB Trauma Responsive Committee, Reentry Coalition, DRAP Education Committee, IVD Advisory Committee and works on Keystone Connections committee. Outside of the office Robin spends time with her boys, and enjoys dog training, fostering and volunteering for the SPCA.

Montgomery County DRS
Pamela Daniele started her career with Montgomery County Domestic Relations in June of 2011 as an Early Intervention Specialist within the Compliance Unit. From 2012-2014, Pamela held the position of Intake Coordinator within the Intake Unit. In 2014, she was promoted to Intake Officer where she upheld the responsibilities of an Intake Officer in addition to acting as an internal county lead for eService system functionality and progression towards open systems. Then, in 2015, she was promoted to Intake Supervisor where she led the internal eServices filing initiatives. In September of 2021, Pamela was promoted to Operations Manager – Training and PACSES Coordinator. In 2022, Pamela was promoted to her current position as Deputy Administrator of Development and Training. Pamela obtained a dual B.A in International Relations and Political Science from Ursinus College, Collegeville, PA.

Montgomery County DRS
Rebecca started her path in Domestic Relations as an Establishment officer in June 2004 utilizing the Rules of Civil Procedure and mediation to establish paternity and reasonable support obligations. During this time, she aided in developing processes targeting specific caseloads such as Rec75 and IV-E Agency to incorporate Federal Case Closure criteria and additional tools to effectuate the most practical resolution. In 2010, Rebecca was promoted to the Assistant Director and Compliance Manager, responsible for collection of support through judicial and automated remedies. Since 2010, Rebecca has worked closely with the Montgomery County’s Sheriff’s Department to implement a partnership that has resulted in increased bench warrant apprehensions and support collections for clients. In 2021, Rebecca was promoted to Second Deputy Director.
